Zoe is a survivor of a harrowing domestic violence ordeal that lasted over eight agonizing hours. Emerging from this traumatic experience, Zoe encountered a justice system she describes as deeply flawed.

 

With over two decades of professional expertise spanning Health, Law Enforcement, and Local Authority sectors, Zoe brings invaluable insights into the technologies and services essential for effective government policy implementation. Having led a child protection agency, she possesses a profound understanding of where the system falls short.

 

"This is why I'm driven to effect change," Zoe asserts. "Professionals require timely access to accurate data. My own ordeal, sadly, mirrors countless others. This cycle must end. The tools exist today; it's imperative we equip law enforcement with them to combat crime effectively. We must act now!"

 

A prominent voice in the media, Zoe champions the rights of women and victims of domestic abuse and stalking. Leveraging her personal experiences, she has catalysed pivotal transformations in both criminal and family justice systems, advocating for legislative reforms to plug loopholes. Her book, Mind Over Manipulators, offers a poignant firsthand account of her journey.

 

Reflecting on her ordeal within the justice system, Zoe laments, "I was dismayed by the recurring failures, all stemming from the lack of vital information. It's a failing I'm committed to rectifying."

 

Beyond her advocacy work, Zoe serves on the Trust Board of Paladin National Stalking Advocacy Service, offering trauma-informed support to high-risk stalking victims. 

 

Zoe can provide organisations with independent advice on transforming data usage to prevent violence against women and girls, building on her contribution to shaping the justice sector's trajectory as a member of the Tech UK Justice supervisory board.
